Creamy layer defined ????

Deccan Herald reports here that GoI has defined the creamy layer for OBCs. Remember the creamy layer should be excluded from the 27% reservations implemented as part of Mandal commission. Whether this layer will be excluded from the current reservation proposal for institutions of higher learning is yet to be seen.

The list seems to be quite over arching covering almost all categories of wealthy OBCs. I hope that this creamy layer section doesn't indulge in fraud to wiggle out of the exclusion (will definitely happen in India). But this is definitely a step in the right direction.
